I have a PCI Slot and DDR RAM(well I'm 99.9% sure it's DDR)
I want a Vide oCard that will give me around at least~30-50 FPS in all areas. Atm I get around 5-20 depending on the area I'm in =\
Which should I get and where could I get/buy it. I have no money but I'm going to try to get some.
Edit: And also a long time ago when I spoke to ANet Customer Support and played another game(CS:S) it said my driver was outdated. I've literally uninstalled and re-installed the "updated" driver off the site over 10 times if not 15+ and it still says it's outdated. Doesn't anymore though but that's probably because I checked the option for it to stop telling me that.

you've pretty much reached the end of the line with this system. while there are PCI graphic cards that will give you a performance boost, the results won't really be worth it. you're much better off by saving money and buying a new system.
with that said, you can give this a try:

this MIGHT give you the performance you want, if you turn everything down and play at low resolution.

Alright thanks, one more question though...
If I was to get a computer, which should I get? Not one that is too expensive though, between 600-1000 USD. I'd probably want one with an AGP slot because those are what seems to be in style.

Moriz is right. The system you described is beyound the end of life. I would advise you stick with what you have and save up for a new computer. You can always check pricewatch.com for low cost systems.
You can get a system at wallmart with a PCI-E slot for around 600 dollars. Skip AGP, it's on it's last gasp.

I looked at it, looks great, but the problem is I can't buy all the parts at once, my only option atm is to lease a new computer, and it'll have to be a laptop because I may end up moving and will need it for school and such. I've been looking at some on Dell.com and they look great, well definitely better than my desktop, but the graphics card worries me. I don't know too much about them and I have no idea how well it would play GW and in the future.... GW2.

It's the Studio 15. I went to the Build Yours option, but you only have that choice of the card that it already comes with . I'd go with the first one, the cheapest one, but I don't know what a graphics accelerator is and it doesn't sound all that grand to me.
Edit: I'm sacrificing a lot for this new computer, well, my internet connection speed. I don't want it to not be worth it :X

the intel graphic media accelerator is one of the worst graphics solutions available. if you want to game, don't touch it.
the radeon mobility HD3450 on the studio 15 will be able to handle GW easily, but GW2 will be a huge stretch.
if you really want to play games, laptops are generally not the way to go. they are always a step (or two) behind desktops, and they cannot be upgraded.

If you do end up leasing from Dell or buying it over time i suggest their Small Business Site. You can choose XP still, with the option to switch to Vista later. Definitely the way to go if you are on a budget. Vista requires a much more powerful machine than XP does, so for the time being you will want to stick with XP (at least until SP2 for Vista appears...)
